Technology and Economic Development

1990 Census figures show that one of every three Native Americans live in poverty - compared to one in eight of the general U.S. population. Per capita income for Native Americans is $8,234, compared to the U.S. average of $14,420, and the average unemployment rate on reservations is 14.4%, compared to the national average of 6.35 percent. In fact, on some reservations, between 40% and 60% of the population is unemployed. Given the disparity between these figures and the growth of the US economy, it is imperative that tribes have the ability to fully utilize technology to create jobs and strong tribal economies through the development of e-commerce, community technology centers, workforce training and certification programs, telecommuting arrangements, and tribal "information parks."
